PETITION

TO: The Board of Selectmen of the Town of Harpswell

FROM: Registered Voters of the Town of Harpswell

The undersigned registered voters of the Town of Harpswell request that
the members of the Board of Selectmen exercise their discretion not to
resubmit to the voters of the Town of Harpswell Articles 1 through 5
voted on at the March 9, 2004 referendum concerning a proposed LNG
terminal at the site of the former Navy Fuel Depot.  The March 9, 2004
referendum vote had one of the highest voter turnouts in the history of
the Town of Harpswell and was a full and fair expression of the will of
the Town.  It will unnecessarily divide the Town to call another
referendum vote on this project.  Maine law is clear that the Selectmen
are not required by law to resubmit these questions to the voters for
reconsideration even if the Board of Selectmen receives a voter petition
requesting a second vote.
